haha - are you sure ALL articles on the net state that fishing is best on a falling tide?
The best fishing times on FR are based on the Solunar Theory ( Sun and Moon ) 
Unless you are a fishing a very particular location that really only works on a falling tide, like a specific river mouth, I would say that all those articles on the net that say that fishing is only best on a falling tide could possibly be wrong :-)
In many locations the key is a running current which happens on either falling or rising tide.
No.... other than what Mark has stated, I cannot explain it.

I prefer to fish an out going tide on the beach. But that is only because the tide is going out, which means I can get closer to the channels without getting my feet wet...It also means that any food left behind might get washed back into the water.
