Good question. 
Depending on the weather, season, etc and if I have time and need a fishing fix, I go out on 1 star rating days as well.
The bite might not be as vigorous, but you can definitely catch fish on those days, especially if everything else is favourable.
You might just need a bit more patience on those days. If I don't have much time, I usually pick days with good ratings :-)
