I think this is a Dover sole. It tastes delicious if you remove the skin from both sides and fry it shallow with some olive oil after adding cumin powder, coriander powder and some salt and lemon. Before cooking it is recommended to keep it for 30 min in Turmeric solution which works as good antibiotic and kills smell also.
