Atmospheric or Barometric Pressure affects fish activity. The best fishing can be had on a rising barometer and also the time just before it is falling. A steady barometer in the higher ranges can also mean good fishing. A falling or low barometer reading without much change is usually not a very good time for fishing.
UV Effect on Fishing
As a rule of thumb, the higher the UV index, the deeper fish will move. Shallow water fishing is best done at times with a low UV index. When the UV is high, stick to early mornings, late evenings and shaded areas. The effect is less noticable in deeper water, but often a higher UV index can produce good results in the deep.

October Fishing Report
October in Texas City brings a strong fall bite along the Texas City Dike and adjacent marsh drains. Expect schooling bait and bird activity on slick mornings. Look for speckled trout on the channel edges and flats with green water clarity, especially during a moving tide.
Redfish prowl the rocks and current seams; cast gold spoons, paddle-tail plastics, or live mullet along wind-blown shorelines. The flounder push is underway near drains and sandy pockets—slow-roll soft plastics or work live mud minnows tight to the bottom.
Best action typically hits at dawn and late afternoon, with a subtle north to northeast breeze after a front improving water clarity. On calmer days, use topwaters at first light; switch to live shrimp under a popping cork or 1/8–1/4 oz jigheads as the sun rises.
When birds are diving, drift quietly and match the hatch with small swimbaits; if they scatter, fan-cast edges of the slick.
Top tip: Cover water along the Dike by power-drifting parallel to the rocks, casting up-current so your lure tracks naturally through eddies where ambushing trout, reds, and flounder stack.
